A man who was arrested twice on narcotics counts in May was caught Tuesday evening with cocaine in a vacant lot on Huckleberry Bottom Road, according to the Halifax County Sheriff’s Office.
Major Anzell Harris said Community Action Team Sergeant G.Q. Martin observed a suspicious vehicle around 5 p.m.
He encountered Travis Manley, 38, of Roanoke Rapids and observed ripped plastic baggies, a digital scale cover with white powder residue and noticed a white powdery substance on the driver’s seat of the vehicle.

Upon exiting, Manley had a ripped plastic baggie and a folded twenty-dollar bill in his hand. The plastic bag contained white residue. A search led to the discovery of a clear plastic bag containing fentanyl and a digital scale with white powder residue.
Manley was arrested and charged with possession of schedule II controlled substance and possession of drug paraphernalia.
He was initially jailed without the opportunity for bond.
Today he was released on a $50,000 secured bond, according to eCourts records. He has an August 27 district court date.
On May 7 deputies located and collected a white powdery substance in a vehicle he was driving.
On May 21 two search warrants of residences tied to Manley led to the seizure of 420 grams of marijuana, about 4 grams of opium, more than 1,700 grams of cocaine, and slightly more than 6 grams of fentanyl.
