Richard Scott, who Monday filed as a candidate for the North Carolina Senate District 4 seat, today released a statement on his candidacy.

Incumbent Roanoke Rapids City Councilwoman Carol Cowen won her seat on the panel this evening.

No consolidated precincts for November 3 elections

There will be no consolidated precincts in Halifax County for the November 3 municipal elections.

Roanoke Rapids voters, however, who traditionally voted at the Roanoke Rapids Public Library will be voting at the Neighborhood Resources Center on Jackson Street, county Board of Elections Director Kristin Scott said Tuesday.
