The Halifax County Sheriff’s Office reported the following, according to Captain Scott Hall:

On Tuesday around 5 p.m. deputies responded to a shooting call in the parking lot of a retail establishment on Highway 903 off Highway 48 just outside of Roanoke Rapids.

Deputies learned the 18-year-old victim sustained a single gunshot wound while sitting in a vehicle.

The victim was transported to an undisclosed medical facility for further treatment.

Sexual assault

On Tuesday around 4:30 p.m. deputies responded to a Roanoke Rapids area home following a report of a sexual assault of a child.

Detective B. Edmondson secured warrants for arrest on Billy Wayne Balmer, 38, for first-degree statutory rape and indecent liberties with a 12-year-old child. Hall said Balmer was familiar with the victim.

According to the North Carolina Sex Offender and Public Protection Registry, Balmer is registered as a recidivist with a lifetime registration period.

He has previous convictions in Hertford and Nash counties. There have been no violations reported as of this report. His registration date was March 17, 2016.

His last address verification was March 11 on Madison Street in Roanoke Rapids.

He was jailed without opportunity for bond and was scheduled to appear in district court today.
