Election certification makes tie-break official

Having solved a tie for the third seat on the Roanoke Rapids Graded Schools District Board of Education Friday, the Halifax County Board of Elections today certified the results of last Tuesday's municipal elections with no further changes.

Elections Supervisor Kristin Scott did say anyone who requests a recount must do so by the end of the day Wednesday and anyone wanting to protest an election has until the end of the day Thursday to do so.

Today's certification made official the results of a provisional ballot review that broke a tie between incumbents Patrick Qualls and Thomas McDonald on the Roanoke Rapids school board and gave McDonald a 519-518 victory over Qualls. That election also led to board Chair Jay Carlisle returning to office and challenger Cathy Hux Keeter earning a spot on the board.

“By all accounts the election went well,” board Chair Sandy Partin said during this morning's meeting that certified the results. “We had a couple of minor problems (with machines) that were corrected.”

Board members visiting precincts throughout the county received positive feedback, she said.
