The Roanoke Rapids Police Department also obtained warrants on another man for reportedly obstructing justice in the case.
Chief Chuck Hasty said Tyquan Shaquelle Moody, 22, surrendered to the Halifax County Sheriff’s Office around 9:45 Thursday morning.
Captain Bobby Martin of the police department said it was not clear what prompted Moody, who has a March 1 court date, to surrender.
Martin also said investigators do not have a definite motive in the shooting, which occurred in the parking lot of the Holiday Inn Express on Premier Boulevard the evening of January 23.
The victim in the case, who was local, has been released from medical treatment.
Meanwhile, Hasty said in the statement, Investigator G.L. Williams, who obtained the warrant on Moody, also obtained a warrant for obstruction of justice in the case against Kenyun Donte Hawkins, 35.
Hasty said Hawkins allegedly lied to investigators about certain aspects of the case. The chief declined to elaborate.
Hawkins has not been apprehended and Hasty said in the statement he is encouraged to surrender to law enforcement to take care of the matter.

Hasty also reported the following today:
On Wednesday at approximately 12:45 p.m., Lashawn Jamal Harrell was arrested and charged on outstanding warrants for attempted robbery and assault inflicting serious injury.
Trooper J.D. Warren of the state Highway Patrol stopped Harrell for a registration violation in which the tags were not properly attached to the vehicle. Warren said he discovered Harrell had outstanding warrants.
The Roanoke Rapids charges stem from an investigation by Lieutenant C.L. Vaught after the victim reported the alleged assault and robbery attempt earlier this month.
Harrell received a March 1 court date a $15,000 bond.
At approximately 3:15 this morning the police and fire department were dispatched to the 1500 block of Charlotte Street about a residence filled with smoke.
The residents were awakened by the family dog barking.
The residents got out without injury.
Investigation continues to determine the cause of the fire.
Hasty and the fire department confirmed foul play is not suspected and damage was minimal.
