Jeff Kloss was sworn in as the newest member of the Roanoke Rapids Graded School District Board of Trustees Tuesday night as District Judge Turner Stephenson administered the oath of office.

Kloss fills the unexpired term of Tammy Colston who resigned from the board for family matters.

Kloss’s mother Janet held the Bible as her son was sworn in. “I look forward to serving on the board of trustees and consider it an honor to be appointed,” he said.

His term runs through 2025.

Another appointment will be forthcoming as Vice Chair Valencia Davis tendered her resignation from the board effective October 15.

She had been re-elected last November and had served on the board the past 14 years, six of those as vice chair.

EC Teacher of the Year

Frank Coulman was recognized as the 2024 RRGSD EC Teacher of the Year during the special recognition portion of the meeting.

Coulman, an occupational therapist in the Exceptional Children’s department, has served students at Manning, Belmont, and Clara Hearne for the past 20 of his 32 years as an OT and he provides therapy to help students develop functional motor and visual perceptual skills to successfully access their educational setting.

He leads the district autism evaluation team, and participates in evaluations for children as young as 2 ½-years-old and then works with them and their families as they progress through preschool and elementary school.

“Mr. Coulman builds lasting relationships with students and their families and we are thankful for his commitment to excellence,” the school system said.

He will be celebrated during the annual Conference on Exceptional Children at the Educators of Excellence reception honoring outstanding North Carolina special educators this fall.

“I absolutely love working with our students and their families and am grateful to work with my colleagues. I feel the love and support they have for me each and every day,” Coulmansaid.
