The Roanoke Rapids Police Department reported the following, according to interim Chief Bobby Martin:

Monday shortly after 2 a.m., Officer C. Batchelor was on patrol in the area of West Fifth and Franklin streets when he noticed a vehicle approaching him with only one headlight. 

Batchelor conducted a traffic stop as the driver turned on Monroe Street. 

Batchelor noticed the odor of marijuana coming from the vehicle. 

The driver was identified as Patrick Phillips, 36, of Roanoke Rapids.

He was cited for simple possession of marijuana and a headlamp violation. 

He has a July 22 court date.

Monday shortly after 9 a.m., Officer C. Roberts, Sergeant T. Tyler, and Officer G. Williams were in the area of Vine near Taft streets conducting traffic enforcement. 

Roberts observed a driver steadily reaching under her seat as he approached the vehicle. 

Roberts discovered marijuana in the center console, a marijuana grinder, and a marijuana bowl. The driver was identified as Brandy Holmes, 35, of Roanoke Rapids, and was charged with simple possession of marijuana, and possession of marijuana paraphernalia. 

Holmes received a July 22 court date.

 

Monday shortly before 5 p.m., Williams was on patrol in the area of the 600 block of Raleigh Street where there had been previous complaints of drug activity. 

He spied a vehicle which aroused his suspicion and learned the driver didn’t have insurance.

Master Officer R. Cross and his dog Midas assisted with a check of the vehicle and the canine gave a positive alert to the possible presence of drugs in the vehicle.

PACE team Officer B. council arrived and assisted. 

A pocketbook which contained a baggie with pills believed to be Xanax was discovered along with multiple small baggies with a white powder in them believed to be cocaine.

Marijuana was found in the floorboard.

Martin said .80 grams of cocaine; two Xanax pills and 1 gram of marijuana were discovered.

Toni M. Spillane, 37, of the Roanoke Rapids area, was charged with felony possession with intent to sell and deliver schedule II; felony possession of schedule II; misdemeanor possession of drug paraphernalia; misdemeanor simple possession of schedule IV; misdemeanor possession of marijuana; possess marijuana paraphernalia; and felony maintaining a vehicle, dwelling or place for controlled substances.

She received an $8,000 bond and August 7 court date.
