The Halifax County Board of Elections will give James Mills, who lost to incumbent Leonard Bunting in the Scotland Neck mayoral race, a chance to formally prove his opponent violated buffer zones regulations.

The board today threw out a complaint by Mills that a voting machine malfunction altered outcomes in the November 5 municipal elections when a jam occurred, elections Supervisor Kristin Scott said.

“We did a recount and everything was off by four ballots.”

Those four ballots were not enough to change the outcome of the election, she said.

The board of elections agreed to hold a meeting Monday at 10 a.m. where Mills will be allowed to present evidence that the alleged violation of buffer zone rules were enough to alter the outcome of the election.

Precinct workers have been requested to attend the meeting to tell what they observed.

The meeting will be held in the board of commissioners room of the Historic Courthouse in Halifax.

Bunting defeated Mills by a 52.35 percent to 47.50 percent margin, according to certified results.
