The deputy industrial commissioner for the state Department of Insurance will be the keynote speaker for the Center for Energy Education’s Veterans Day observance Thursday morning.
The program will be held from 10 a.m. to 2 p.m. at the center which is located at 460 Airport Road in Roanoke Rapids.
Larry D. Hall is a decorated public servant who previously served as the secretary of the state’s Department of Military and Veterans Affairs and is also a former member of the state House of Representatives — D-29.
He served in the United States Marines Corps and Marines Corps Reserves for 16 years.
Hall holds a bachelor’s degree in political science and business from Johnson C. Smith University and a J.D. from the School of Law at the University of North Carolina at Chapel Hill.

Having supported operations in the Middle East’s Lebanon and Iran, Hall has been awarded the Navy Achievement Medal, the Marine Corps Reserve Medal, the Armed Forces Reserve Medal and a Meritorious Unit Citation from the United States Marine Corps.
He served as a rifle platoon commander, weapons company executive officer, training officer, battalion area security officer, staff judge advocate, communications security officer and Logistics Officer.
Hall also served as legal officer and was formerly commandant for the Marine Corps League Detachment, which assists Marines transitioning from activity duty to civilian life in locating employment, housing and educational opportunities for their families.

The program is held to celebrate veterans in the Roanoke Valley and surrounding counties and has been planned with a range of community partners.
C4EE welcomes veterans, elected officials, community leaders and the public to the free event. A light lunch will be served.
Other events during the observance
Thanks to community partners, Halifax County Health Department and its EMS team, the program features information about health resources and includes a shot clinic for flu vaccines and COVID boosters.
C4EE is also collecting scarves, hats, and gloves to share with community organizations in western North Carolina.
