The Roanoke Rapids Police Department reported the following, according to Chief Shane Guyant:

On Sunday shortly after midnight Captain J. Baggett was patrolling at the intersection of Hinson  and West Tenth streets when he noticed the driver of a Ford Explorer attempting to make a right turn onto West Tenth.  

The operator — identified as 35-year-old Deandre Lesean Person of Garysburg — continued to pull forward and stop in an erratic manner. The vehicle did not have a working license plate light.

Baggett stopped the vehicle and noticed Person slumped over the steering wheel saying that he was just trying to get home, Guyant said.  

There was a strong odor of alcohol coming from Person, who showed signs of extreme intoxication.  

Officer B. Johnson assisted as Standardized Field Sobriety Testing was conducted.  

Person was unable to follow any instructions given and was unable to perform any tests successfully.   

Person refused the portable breath sample at the location. He was arrested for DWI.  

A probable cause search of the vehicle was conducted and an open container of alcohol was located.  

Person’s driver’s license was revoked due to a pending 2023 DWI charge. He also has a conviction for DWI from 2017 on his record. 

Person’s vehicle was seized and he was transported to the police department for an Intoxilyzer breath instrument testing conducted, which he refused.

A search warrant for his blood was obtained.  

Person was charged with misdemeanor DWI, misdemeanor driving while license revoked and an open container violation.  

Person was not eligible for a bond because of the pending DWI charge.

He has an April 8 district court date.

Saturday DWI

On Saturday Sergeant S. Langley responded to a convenience store near Tenth Street on a call about a man passed out in his vehicle which was blocking access to gas pumps.

Giovanni Perez-Perez, 26, of Selma, was unconscious and the vehicle was still on and in drive. Langley placed the vehicle in park and then woke the driver.  

The man failed the field tests and was placed under arrest for DWI.

Officer B. Holcomb assisted in a search of the vehicle which yielded three empty Corona bottles and an empty 750ml bottle of Don Julio Tequila. 

Perez-Perez was taken to the police department and provided an Intoxilyzer breath sample of .27. 

He was taken before a magistrate and charged with DWI and no operator’s license.

He received a $500 bond and April 26 court date.

Domestic

On Friday Officer M. Morris responded to the 1000 block of Burton Street on a domestic call.

Guyant said that the victim reported that Parham Dixie Howell II, 50, of Roanoke Rapids had left prior to the officer’s arrival and was headed through the woods towards the train tracks. 

Morris discovered that the victim and Howell had been married, but had been separated for over a month.  

Guyant said the victim called after witnessing Howell using a hammer to break and enter into her home.  

The police chief said the victim stated when she approached Howell, he reportedly grabbed her by the neck and slammed her to the ground. 

Several windows had been broken out during the ordeal.  

Master Officer K. Williams and canine Melix assisted Morris in a track through the woods.  However, the track was lost after crossing a creek. 

Morris obtained warrants for breaking and/or entering with intent to terrorize/injure, assault on a female, and damage to real property.

Morris received information that Howell was living on Morgan Drive. Morris, Williams, and Halifax County Sheriff’s Office Deputy J. Snider went to the residence and located Howell attempting to hide in a closet. 

He was taken into custody and remains in the Halifax County Detention Center without the opportunity for bond.

He has a March 28 district court date.
