A man who was on federal location monitoring through February 7 was charged with cocaine possession on Friday, according to the Halifax County Sheriff’s Office.
Major Anzell Harris said Charles Hockaday, 45, was stopped by Deputy D. Bybee for a traffic offense around 9 p.m. on Vine Street near Queen Street in Roanoke Rapids. A search of the vehicle resulted in the discovery of open containers of alcohol and cocaine. Hockaday was arrested and charged with possession of cocaine and possession of an open container of alcohol in a motor vehicle.
Hockaday was not listed in Halifax County Detention Center records this morning. He is expected to appear in Halifax County District Court on March 24.

According to federal court records, Judge Louise W. Flanagan on January 26 approved Hockaday’s transition to GPS monitoring from home incarceration . The previous home incarceration requirement made it difficult to coordinate Hockaday's frequently changing work schedule, the document noted . “Transitioning to GPS with a curfew provides necessary flexibility for his job while maintaining accountability.”
In 2012, Hockaday was sentenced to 132 months in prison followed by 60 months of supervised release for conspiracy to distribute cocaine base . Federal court records reviewed did not show any changes to his status based on Friday’s charges.
