City Council Special Meeting

City Council will hold a Special Meeting on Tuesday, December 7, 2021 at 5:30 p.m. in the Lloyd Andrews City Meeting Hall, 700 Jackson Street, Roanoke Rapids, N.C. in lieu of their monthly Work Session. 

The purpose of the Special Meeting is to host guest speaker, NC House Representative Michael Wray, conduct two public hearings, hold a closed session to consult with the City Attorney on a legal matter as allowed by NCGS 143-318.11 (a)(3).

City Council meetings can be viewed through Zoom (See City website for link) and on Spectrum Channel 193.

NOTICE OF PUBLIC HEARING

Notice is hereby given that the Roanoke Rapids City Council will hold a public hearing Tuesday, December 7, 2021 at 5:30 p.m. at the Lloyd Andrews City Meeting Hall located at 700 Jackson Street, Roanoke Rapids, NC to hear the following items:

Rezoning Request- Gil Cunningham (applicant and representative of owner of property Carolina Dirt LLC) seeks to rezone 83.2773+/- acres of property at 395 Wallace Fork Road from I-2, Industrial District, to B-4, Commercial District-Entertainment Overlay District. The B-4 zoning of this undeveloped property, located between Wallace Fork Road and Aurelian Springs Road in the Entertainment Overlay District, will better align this property’s zoning with the desired uses in the Entertainment District. 

An amendment to the Roanoke Rapids Zoning Map to rezone a portion of Halifax Co. Parcels 1200801 (6± acres), 1202426 (8.82+ acres), 1200850 (12.13+ acres) and 1205291 (8.4± acres) from R-40 Residential District to B-4 Commercial District, along with Parcel 1200847 (9.58+ acres) from R-12 Residential District to B-4 Commercial District.  These properties total 44.93+ acres with approximately 4,018± feet of frontage on the eastern right-of-way of Premier Boulevard, currently under construction.

Any resident or property owner in the City’s zoning jurisdiction may submit written statements concerning this matter. Please include your name and address on all written statements and submit to City Clerk Traci Storey at least two business days prior to the City Council meeting. After this deadline, citizens are encouraged to attend the public hearing to present comments.

Related information is available for public inspection in the Planning and Development office at the J. Reuben Daniel City Hall, 1040 Roanoke Avenue. Any persons, firms, organizations or corporations interested in this matter are urged to attend the meeting.

Aquatics Supervisor 

(Parks & Recreation)

Minimum Qualifications:

Possession of current valid N.C. Driver’s license; must have or be able to obtain in a specified time frame American Red Cross Lifeguard Training, Lifeguard Training Instructor, WSI, First Aid and CPR, and CPO certifications.

Graduation from a four-year college or university with major course work in recreation, physical education, or related field, and 2 – 5 years of experience as a lifeguard or aquatics instructor; or any equivalent combination of training and experience which provides the required skills, knowledge, and abilities.

Essential Duties and Tasks:

Recruits, trains, assigns, supervises, and directs aquatic staff; provides regular in-service training to maintain lifeguard’s certification.

Performs various duties associated with maintaining the pool facility in a clean, neat, and safe condition; regulates and controls chemical balances; monitors inventories of pool supplies and equipment.

Plans, organizes, markets, and promotes aquatics programs and supervises related facilities, equipment, and personnel, monitors participation and acceptance of aquatic programs.

Coordinates programs through other agencies such as, but not limited to, the Roanoke Valley Swim Association, Red Cross, area school systems, Arthritis Foundation, Senior Citizen groups, etc.

Police Officer (Certified)

Minimum Qualifications:

Must be high school graduate or hold a GED certificate.

Must be able to furnish documentary evidence showing the applicant has met the education requirement for the criminal justice field of expected employment.

Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

Possession of valid driver’s license with an active and consecutive 3-year satisfactory verifiable driving history.  Driving history will be checked. (Must be able to be licensed in the State of North Carolina).

Ability to meet current requirements set forth by the North Carolina Training & Standards Commission.

Salary is Negotiable depending on experience

(Part Time) Building Supervisor (Parks & Recreation)

An employee in this position supervises scheduled activities and is the City’s point of contact during these activities.  This may include any of the Parks & Recreation Facilities:  TJ Davis Recreation Center, Aquatic Center, Jo Story Senior Center, Chaloner Recreation Center, Canal Museum, Roanoke Rapids Public Library, Kirkwood Adams Community Center, Lloyd Andrews City Meeting Hall.

Minimum Qualifications:

Must be high school graduate or hold a GED certification.

Must have a valid driver’s license.

Hours are mainly evenings and weekends according to activities that are scheduled.

Lifeguards

Minimum Qualifications:

Must hold American Red Cross Lifeguard/First Aid/CPR/AED certification.

Must be able to complete ½ mile swim in under 20 minutes.

Essential Duties and Tasks:

Teaches Red Cross swimming lessons.

Provides routine pool maintenance to ensure cleanliness and safe environment for patrons.

Works as a team to provide supervision of a large number (sometimes as many as 300 pool patrons – team is comprised of approximately seven lifeguards)

Work is performed under the general supervision of the Aquatic Supervisor.

Firefighter Applicant Pool (Roanoke Rapids Fire Department)

An eligibility list is being established from which periodic selections will be made as positions become available.  

Desired Qualifications: Must have a High School Diploma or GED - Preferred NC Firefighter II - Must be able to obtain a North Carolina or Virginia Class B Driver’s License within 90 days of employment - Must have WorkKeys Silver Certificate (or higher) (Contact the Halifax Community College for more information (252) 536-6393) - Must be of good character, be in good physical condition, and pass a drug screen and background check. Complete application packet must be submitted to the HR Manager no later than Friday – December 31st, 2021 at 5:00 pm.

ROANOKE RAPIDS CHRISTMAS PARADE:  Sunday, December 5th at 2:00 p.m. on Roanoke Avenue. 

MUNICIPAL OFFICES CLOSED/TRASH COLLECTION:  Municipal Offices will be closed on Friday, December 24th and Monday, December 27th in observance of Christmas. Friday’s trash route will be collected on Wednesday, December 22nd. Monday’s trash route will be collected on Wednesday, December 29th.
