The Roanoke Rapids Police Department reported the following, according to Chief Chuck Hasty:

Friday February 19, 2016

At approximately 10 p.m., Officer Jamie Hardy received information about the location of a wanted fugitive from Massachusetts.

Hardy and Master Officer Roy Ball followed up on this information and located Heather Fawn Ibell, 24, of Roanoke Rapids, in the Walmart parking lot.

The officers arrested Ibell on a fugitive warrant for statutory rape and during the investigation also arrested Amber Nicole Carroll, 21, of Roanoke Rapids, for trespassing.

Ibell received a $50,000 bond with a March 16 court date and Carroll a $400 bond with an April 22 court date.

Saturday February 20, 2016

At approximately 1:30 a.m, Deputy Chief Andy Jackson was on an off-duty assignment at Hux’s Billiards when he was called for assistance about an unruly customer.

Officers arrived to assist and learned Daniel Christopher Durham, 32, of Roanoke Rapids, was told to leave the business numerous times by officers.

When outside he was yelling and cursing the officers, who gave him many warnings to leave the area and stop causing a disturbance.

Durham refused to do so and Hardy arrested and charged him with drunk and disruptive and resisting/delaying/obstructing an officer.

Durham received a $12,000 bond and March 21 court date.

Lieutenant Perry Parks, Ball, and Officer Scott Blythe assisted.

At approximately 4:15 a.m., Hardy arrested Phillip Kiah Jr., 24, on outstanding warrants for habitual larceny and trespassing.

These charges stem from November 11when Walmart loss prevention reported Kiah was in the store and took items.

Investigator Chris Babb obtained the habitual larceny and trespassing warrants on Kiah after the investigation revealed he qualified for the felon charge.

Kiah received a $2,500 bond and a March 16 court date.

Ball, Blythe and Officer Greg Colson assisted.

At approximately 5:30 a.m., Ball arrested Keith Sherell Arrington, 37, of Roanoke Rapids, on outstanding warrants for obtaining property by false pretense.

These charges stem from September 16, 2014, when the victim reported a wallet and contents were stolen and the debit card was used to obtain items.

Investigative Captain B.L. Martin during his investigation obtained warrants on several alleged suspects including Arrington.

Arrington, who received a $27,675 bond, has a court date of March 16.

Blythe assisted.

At approximately 12:45 p.m., Lieutenant Jeff Baggett responded to a larceny call at New Dixie Mart on East Tenth Street.

Store staff reported reported Clifton Earl Norggins Jr., 51, of Roanoke Rapids, pumped gas but did not have any money to pay for the fuel.

Baggett arrested and charged Norggins, who received a $1,000 bond and March 18 court date, with larceny.

Master Officer Adam Salmon assisted.

At approximately 4:30 p.m., Officer Alex Green responded to a call about a person begging for money near Premier Boulevard.

Green located the person, along with Lawrence Dustin Carroll, 26, of Roanoke Rapids, who had several outstanding orders for arrest for probation violations.

Carroll was arrested on those warrants and jailed without opportunity for bond. He has a February 29 court date.

Sergeant Mike Moseley assisted.

At approximately 5 p.m., Baggett responded to a bomb threat call at Logan's.

Through investigation and a call trace, he developed Willie Lewis Burgwyn, 58, of Roanoke Rapids, as the alleged suspect.

Baggett arrested and charged Burgwyn, who received a $2,000 bond and March 18 court date, with making a false bomb report.

Moseley and Salmon assisted.

At approximately 9:30 p.m., Colson responded to a call about a person begging for money at Hampton Inn.

He located Eugene Lee High, 53, of Roanoke Rapids, on the property, and arrested and charged him with trespassing. He received a $500 bond and March 28 court date.

Blythe assisted.

Sunday February 21, 2016

At approximately 2:30 a.m., Ball responded to a disturbance call in the 400 block of Franklin Street.

During the investigation Ball arrested and charged Avis Rochon Johnson, 45, with drunk and disruptive. She received a $500 bond and April 22 court date.

Parks and Hardy assisted.

At approximately 7:20 p.m., Hardy responded to an assault call in the 1400 block of Hurley Street.

The victim told officers she was assaulted by Kerry Dawn Griffin, 44, of Roanoke Rapids.

Hardy arrested and charged Griffin, who received a $500 bond and April 22 court date, with assault on a female and drunk and disruptive.

The victim was treated by EMS on scene.

Sergeant Daniel Jenkins and Ball assisted.
