Pair face cocaine trafficking counts after chase

A boyfriend and girlfriend were charged with trafficking cocaine after a kilogram was thrown out at the beginning of an 8-mile chase Wednesday.

The man in the case, Jacobi Harvey, 30, of Littleton, was also charged with misdemeanor child abuse after a 3-year-old child was found asleep in the vehicle.

The child, City County Task Force Captain A.M. Harris confirmed, was taken into the custody of a responsible person after the matter was referred to the department of social services.
Halifax County Sheriff Wes Tripp said in a statement task force Agent D.W. McKeel stopped the vehicle in the 4000 block of Thelma Road for a speeding violation shortly before 4:30 p.m. Wednesday.
During the stop, Tasmin Norris, 28, of Littleton, was identified as the driver of the vehicle, Tripp said. Harvey was the passenger.
McKeel requested the assistance of Weldon police Sergeant T.L. Mason and his dog, Rio. During the process of getting Harvey and Norris out of the vehicle, Harvey slid to driver’s seat after Norris was out.
That began an 8-mile chase from the area of the initial stop in the Roanoke Rapids area of Thelma Road to the Bacon Road area of Littleton where Harvey stopped and was arrested, Tripp said.
Mason and Rio searched the vehicle, the dog alerting on several areas of the vehicle. McKeel seized a handgun.
After the chase, McKeel charged Harvey with felony flee to elude arrest with motor vehicle, fail to heed light or siren, reckless driving to endanger, fail to stop for stop sign, driving while license revoked, unsafe passing yellow line, speeding, carrying a concealed gun, and misdemeanor child abuse.
For those charges Harvey received a $10,000 bond and September 28 court date.
On Thursday, continued task force investigation led agents to find the kilo of cocaine thrown from the vehicle at the beginning of the chase, Tripp said in the statement.
McKeel obtained warrants for the arrest of Norris and Harvey for two counts of trafficking in cocaine, felony possession of cocaine, possession with the intent to sell and deliver cocaine and maintaining a vehicle for a controlled substance.
With the information gathered a search warrant was applied for and granted for their residence. The search warrant was executed shortly before 2 p.m. with the assistance of the Halifax County Hazardous Entry and Arrest Team.
During the search of the residence agents seized cocaine, marijuana, currency, and several items of drug paraphernalia.
The couple were additionally charged on the trafficking warrants and for felony possession of cocaine, maintaining a vehicle or dwelling for a controlled substance, possess drug paraphernalia, possess marijuana paraphernalia, and possess marijuana up to one-half ounce. Harvey received a $40,000 bond and Norris received a $20,000 bond. They both have September 28 court dates.
The task force has contacted the United States Attorney’s Office and other federal agencies about the investigation, Tripp said in the statement.
“We have strong indication it will be adopted by the U.S. attorney,” the sheriff said this afternoon. “This is another example of the partnership between the task force, the sheriff’s office, Roanoke Rapids police Chief Chuck Hasty and Weldon police Chief Mark Macon.”
Asked whether Harvey had been on task force radar before the stop and chase, Tripp said, “Everyone is on the radar.”
Harris described Harvey as an alleged kilo dealer who has been investigated over the past nine months. “He’s a kilo dealer, he deals in kilo amounts of cocaine. He’s been doing it for some time.”
Harris said agents believe Harvey engaged them in a chase because, “I think he knew what the outcome would be once we located the kilogram.”
Harris said agents continue to investigate whether Harvey was allegedly picking up a new supply or delivering.
The current street value of a kilo of cocaine is between $36,000 to $38,000 per kilo, he said.
