The Halifax County Sheriff’s Office reported the following, according to Major Anzell M. Harris:

Drug charges, order for arrest

Around 9 p.m. Wednesday deputies D. Williams and J. Morales attempted to serve an outstanding order for arrest on Timothy Wayne Brooks, 41, of Roanoke Rapids for probation violations.

Williams located and took Brooks into custody. While searching him Williams located a silicone case with crack cocaine inside. 

Williams served the active order for arrest and also charged Brooks with possession of a schedule II controlled substance, possession of drug paraphernalia, and resist/ delay/obstruct.

During the search, Brooks refused to obey lawful commands from the deputies. He did not cooperate with the search and resisted by refusing to open his hands.

Brooks was confined to the Halifax County Detention Center without the opportunity for bond for the drug charges and was scheduled for a first district court appearance today. He received a $10,600 secured bond for the orders for arrest, which also includes a hold from Hertford County, according to detention center records.

Shooting

On Wednesday around noon deputies responded to the area of Three Bridges Road and Highway 903 after receiving a shots fired call. 

The victim said he was on Family Drive when a man later identified as David Howard Sims II, 70, reportedly began shooting at him with a shotgun.

Sims reportedly admitted to shooting at the man and said he believed he was attempting to steal items from his neighbor’s property. The victim had permission to be on the property to remove items in the yard.

The firearm used had been reported stolen and entered into NCIC by the Bureau of Alcohol, Tobacco, Firearms and Explosives in August 2002.

Sims was arrested and charged by Deputy J. Snider for attempted first-degree murder, assault by pointing a gun, assault with a deadly weapon and possession of a stolen firearm.

Sims, who was jailed without the opportunity for bond, was scheduled for a first district court appearance today.
