Roanoke Rapids City Council will allow those interested in the seat of District 1 council member Tommy Daughtry to come before the panel to express themselves and state their interest in the seat.

The decision came after lengthy discussion on the matter Tuesday evening and a final motion to go this route by Councilman Carl Ferebee, who received a second from Sandra Bryant. Rex Stainback sided with Ferebee and Bryant and because he didn’t vote on the issue, Wayne Smith’s silence counted as a vote in the affirmative, according to City Attorney Geoffrey Davis.

The meeting is scheduled for October 3. The council meets at 5:30 p.m. in the Lloyd Andrews City Meeting Hall.

Daughtry submitted his resignation last month. It was effective on August 10. 

His resignation was due to a change of residency that will take him outside of the city limits.

Daughtry was appointed to the late Suetta Scarbrough’s seat and his term expires in November of 2025.

Since the city council has by‐district elections, any appointment shall be a qualified resident of District 1, which is also represented by Councilman Rex Stainback. Stainback is seeking re-election in the November election.
