A Halifax County Sheriff’s Office lieutenant was treated and released for fentanyl exposure after a man who was arrested on drug charges ripped open bags containing the opiate, allowing the powder to release into the air.

Captain Scott Hall said Lieutenant A. Cash is in good health following the early Wednesday morning struggle with 36-year-old Travis Deshawn Manley at the intersection of Farley Circle and Cosmos Lane in the Roanoke Rapids area.

Cash had responded to a call of a suspicious vehicle which had been in the area with headlights on for about an hour.

Manley appeared to be asleep in the vehicle and Cash knocked on the window, waking the Roanoke Rapids man, who Hall said appeared to be disoriented.

As Manley exited the vehicle, Cash noticed a plastic container between his feet in the driver’s floor board containing multiple bags of a white powder substance. 

Cash attempted to detain Manley, who grabbed some of the bags of white powder and began to fight with the officer. 

After a few moments Manley ripped open the bags and began to release the powder into the air causing the residue to cover both of them.

Manley was taken into custody as Sergeant R. White and Deputy D. Harrison arrived to assist. After assistance arrived and while attempting to collect evidence Cash began to become disoriented.  

Cash was transported to ECU North Hospital in Roanoke Rapids for treatment and observation.  White, Harrison and narcotics task force agents S. Casey and Agent C. Batchelor assisted with processing the substance.

Hall said, “We feel that Mr. Manley placed himself and our deputy in harm’s way with his actions.”

Manley faces the following charges:

Felony assault with a deadly weapon on a government official

Felony possession of schedule I 

Felony possession of schedule II

Felony possession with intent to manufacture, sell and deliver a schedule II controlled substance  

Felony possession of a controlled substance

Felony maintaining a vehicle for the sale of a controlled substance  

Five counts of misdemeanor possession of drug paraphernalia  

Manley received a $150,000 secured bond and has a September 6 district court date.
