A man who served federal time for receiving child pornography faces new charges lodged by the Halifax County Sheriff’s Office based on an investigation that began earlier this month with the execution of a search warrant and culminated Friday with another search being executed for 10 counts of third-degree sexual exploitation of a minor.
Jeffrey Bryan Carter, 35, remains in the Halifax County Detention Center awaiting a June 26 district court date for the exploitation charges as well as a count of failing to register as a sex offender.

Major Anzell Harris said the first search warrant was executed on April 9 by deputies, investigators and agents of the Halifax Regional Drug and Gang Task Force at an address where files had been uploaded.
Multiple devices were seized and Carter was also arrested for failure to register as a sex offender. Carter initially received a $5,000 secured bond. He now remains in custody on a $50,000 secured bond for failing to register and a $25,000 secured bond on the exploitation counts, according to detention center records.
Homeland Security investigators also assisted with the search warrant and with processing the evidence that was seized.
Most of the evidence has been processed and additional warrants were obtained by Detective C. Watkins. Those warrants were obtained on Friday for 10 counts of third-degree sexual exploitation of a minor.
Meanwhile, federal court records show that around November 6, 2012, to November 27 of that year, Carter, who was in Cabarrus County at the time knowingly received and distributed child pornography.
On November 6, 2012, the Cabarrus County Sheriff’s Office identified an internet protocol address sharing files bearing digital signatures matching those of previously identified child pornography files.
A computer user at that IP address was using the Ares peer-to-peer file sharing network, and sharing three child pornography files at that time.
Between November 7, 2012, and November 9, 2012, the sheriff’s office directly connected to the computer at the subject IP address and downloaded a total of six video files containing child pornography. One of those videos had a running length of 16 minutes and 6 seconds.
Carter identified the computer he used, his use of password-secured wireless internet access, and use of the Ares peer-to-peer file sharing network. At the time of the Cabarrus County interview the computer was then in the process of downloading child pornography, with a search term specific to child pornography having been entered.
He was convicted in June of 2013 and released from federal custody in February of 2020.
His federal supervision was transferred to the Eastern District of North Carolina from the Middle District, according to court records.
Harris said the investigation remains active.
