City Council Regular Meeting

Tuesday, July 16, 2024, at 5:30 p.m. in the Lloyd Andrews City Meeting Hall, 700 Jackson Street, Roanoke Rapids, NC.

PUBLIC HEARING NOTICE

Notice is hereby given that the Roanoke Rapids City Council will hold a public hearing Tuesday, July 16th, 2024, at 5:30 p.m. at the Lloyd Andrews City Meeting Hall located at 700 Jackson Street, Roanoke Rapids, NC to hear the following item(s):

A Zoning Map Amendment (rezoning) request from Michael Carroll of Rentco Properties, LLC  (applicant and property owner) to rezone 5.81 acres of residentially developed property with approximately 700+/- feet of frontage along Church and Carter Streets from R-6, Residential, to B-3, Commercial District. The property is identified as Halifax County parcel 0903077, 0903078, 0903079 and is located within City Limits adjacent to Hwy 158 with approximately 550 +/- feet of frontage along Hwy 158. The requested B-3 zone is designed to accommodate a mixture of residential uses, excluding single family residential dwellings, and uses that fall primarily within the 3.000 classification in the Table of Permissible Uses (office, clerical, research, services, etc.) The district will also generally constitute transition or buffer zones between major arterials or more intensively developed commercial areas and residential districts. 

Special use permit

A Special Use Permit (SUP) Application requesting “duplex” use of property along Timmy Lane  and identified as Halifax Co. Parcel 0911792 and 0911793. These lots are located in the Robinson Subdivision and have an R-8 Residential zoning classification. The SUP request is by Ra Johnson (applicant and owner). 

The decision to determine if the Special Use Permit Request meets the standards is quasi-judicial and subject to procedural due process requirements.  Once an applicant makes the showing that the standards have been met, the burden shifts to those who oppose permit issuance to present countervailing substantial, competent, and material evidence that the standards would not be met. When there is substantial evidence on both sides, the City Council makes its determination as to which is correct when making its final decision.  

Any resident or property owner in the City’s zoning jurisdiction may submit written statements concerning this matter. Please include your name and address on all written statements and submit to City Clerk Traci Storey at least two business days prior to the City Council meeting. After this deadline, citizens are encouraged to attend the public hearing to present comments.

Related information is available for public inspection in the Planning and Development office at the J. Reuben Daniel City Hall, 1040 Roanoke Avenue. Any persons, firms, organizations or corporations interested in this matter are urged to attend the meeting.
