EMPLOYMENT OPPORTUNITIES:
The City of Roanoke Rapids is accepting applications for the following positions:
Recreation Center Supervisor
An employee in this position plans, coordinates, teaches, implements, and supervises a variety of specialized recreational programs for the citizens of the community. Work involves planning and scheduling of activities and contact with participants and community groups. The employee modifies existing recreational programs in concert with the requested needs of the community, recruits part-time instructional staff, athletic officials and volunteers as well as participants; publicizes programs activities and supervises the successful implementation of such programs; may lead or teach the recreational program. Employee also is responsible for ordering materials and supplies.
Additional Job Duties
Assists in the formulation and execution of departmental rules and policies
Provides necessary liaison with other public and private groups and agencies
Interprets and publicizes assigned programs and activities of the department to the public through media and other means
Assists other program staff in carrying out athletics and other programs during the year
Assists with facilities and/or grounds maintenance activities
Assists in the preparation of regular and special report as required
Performs related duties as required
Knowledge, Skills and Abilities
Considerable knowledge of principles, practices and methods of recreational and special programs Considerable knowledge of current literature, trends and developments in the field of public recreation program
Ability to effectively plan and execute a year round program of recreational activities
Ability to plan and coordinate the work of other recreation department personnel and temporary or part time workers
Ability to express ideas effectively and communicate effectively in oral and written forms
Ability to deal tactfully and courteously with the public
Ability to establish and maintain effective working relationships with supervisors, volunteers, citizens, and employees
Desirable Education and Experience
Graduation from a four year college or university with a degree in recreation administration, or related degree and considerable experience in recreational programming preferably in the municipal setting; or an equivalent combination of education and experience. CLP preferred. Position is open until filled.
Planner
The City of Roanoke Rapids is accepting applications for the position of Planner in the Planning and Development Department. This person must perform research and background work for the facilitation of land use permit applications and assist the Planning Director in the long range planning duties for the City. Work includes extensive communication with the general public, contractors, engineers, and developers and involves giving information and answering land use inquiries. Work requires the exercise of independent judgment and interpretation of the Zoning Map and the Land Use Ordinance in the areas of zoning, planning, and development application procedures. Work requires the performance of technical support duties such as inspections and zoning enforcement for compliance with the Land Use Ordinance. Assists Planning Director in working with the Planning Board and Board of Adjustment, including the preparation of reports and makes presentations to the committees, as necessary. Prefer graduate from four year college or university with a major in planning, public administration, geography, or related field and some experience in planning or related occupation, or an equivalent combination of education and experience. American Institute of Certified Planner (AICP) certification is encouraged. Excellent benefits package. Salary is negotiable but will be based on qualifications and experience. Street Maintenance Worker I
An employee in this class performs a variety of semi-skilled, and occasionally skilled labor tasks in the construction, maintenance and repair of streets and storm drainage. Work involves operating heavy equipment such as backhoes in tight situations.
Essential duties and tasks include but are not limited to:
Operates backhoes, loaders and other equipment in situations requiring skills and care such as around underground and overhead utility lines and other situations
Performs minor preventative maintenance on vehicles and equipment
Responds to public requests and questions with courtesy and tact
Patches asphalt with gravel, hot asphalt, cold patch and other materials; operates air hammers, rollers, and other light equipment; etc.
Requirements
Must have good communication and customer service skills
Must have the ability to establish and maintain effective working relationships with citizens, supervisors, and other employees
Must have a working knowledge of tools, materials and equipment used in general construction and maintenance work
Must possess a valid Class C North Carolina Driver’s license. Position is open until filled.
Municipal Clerk
The City of Roanoke Rapids is offering the opportunity for a highly motivated individual to serve as the Municipal Clerk. Responsibilities include but not limited to maintaining the official records of the City, including ordinances, proclamations and minutes; preparing agenda packets for the City Council; attending all Council meetings, including taking and transcribing minutes of meetings; maintaining the homepage of the City’s website, including the pages for the Clerk, City Manager and members of the City Council; publishing the “Roanoke Rapids City Page”, a weekly column in the local newspaper and on a local news website to keep citizens informed of upcoming meetings, job vacancies, etc. The Clerk will also provide administrative support to the City Manager. The Clerk must have excellent organizational and follow through skills, the ability to handle multiple jobs simultaneously and the ability to work well with fellow staff, members of the public and governing body in a professional and courteous way.
Preferred qualifications
Membership in NCAMC and/or IIMC
CMC Certification at a minimum, and a minimum of 2 years’ experience as a Clerk or Deputy Clerk. Proficiency in MS Word required and proficiency in Publisher and Excel preferred.
The hiring range is $45,000-$49,000, based upon qualifications and experience.

(Part-Time) Water Fitness Instructor
Employee in this position plans, coordinates and provides instruction for water fitness program activities. A successful candidate will have demonstrated management experience in the aquatics field, and have water aerobics skills.
Qualifications
High School diploma or GED
Certified in American Red Cross CPR/AED
First Aid & Lifeguarding

Must have excellent people service skills 

Ability to provide service with integrity

NOTICE OF MEETING
Roanoke Rapids Area Planning Board
Notice is hereby given that the Roanoke Rapids Area Planning Board will hold a public meeting Thursday, July 21, 2016 at 5:30 p.m. at the Lloyd Andrews City Meeting Hall located at 700 Jackson Street to hear the following items and provide a recommendation to City Council:

1. A Zoning Map Amendment (rezoning) request from George Barnes of Glandon Forest Equity, LLC (Applicant) and Frances Vivian Rackley and Cecil Elmo Faison (Property Owners) to rezone adjacent properties located at 901-903 NC Highway 48 from R-20 Residential District to B-2 Commercial District. The properties are identified as Halifax County Tax Parcels 0909022 and 0903032 and have a combined area of 1.9± acres. The properties are located adjacent to the eastern right-of-way of NC Highway 48 having approximately 285 feet of road frontage. The properties are currently developed and used for single-family residential use and a retail use is proposed. The request B-2 Commercial District is a low-intense commercial district that serves as a transition zone between commercial and residential uses.

2. A Conditional Use Permit request from USCOC of Greater North Carolina, LLC (Applicant) and Lana Horn (Property Owner) to construct a Wireless Communications Facility at 689 Old Farm Road South (Halifax County Parcel 1205328). The subject property is a 1-acre site located on the western right-of-way of Old Farm Road South having approximately 115 feet of road frontage. The requested Facility consists of a 195-foot tall monopole tower (designed for four antennas) and a masonry building (approximately 120 Square feet) surrounded by a 70-foot by 70-foot fenced area.
