Four charged with heroin trafficking after chase

Four Roanoke Rapids residents, one described as an alleged mid-level player in the local heroin trade, were arrested today following a high-speed chase that ended at the Canal Walk subdivision off Old Farm Road.

Lieutenant Anzell Harris of the Halifax County Sheriff's Office said speeds on Marshall Street, where the chase was initiated in the area of Pine Drive, reached between 80 and 90 miles per hour.

Harris said Agent D.C. Dickens noticed a vehicle traveling at a high rate of speed shortly before 1:30 p.m. He activated blue lights and siren and attempted to stop the vehicle.

The chase continued through the city, Dickens requesting assistance from Roanoke Rapids police.

Roanoke Rapids narcotics detectives Jamie Hardy and Daniel Hundley located the vehicle on Rivers Edge Parkway and detained four people — Michael Fahey, 24; Randy Scott Peterson, 25; Jennifer Dawn Madison, 28; and Timothy Wayne Joyner, 21.

Roanoke Rapids canine officer Gerald Morris deployed his dog, Dozer, and located 22 grams of marijuana and 40 bindles of heroin — 12.85 grams — in the wood line. A vehicle search led to the discovery of a Taurus Ultra-lite .380 revolver and a bag containing small baggies.

Fahey

Dickens charged Fahey with possession with intent to sell and deliver marijuana, possession of drug paraphernalia, trafficking heroin, possession of a firearm by a felon and speeding to elude arrest. He was also served an outstanding warrant for indecent liberties with a child. He was being held without the opportunity for bond.

Harris described Fahey as an alleged mid-level dealer in the local heroin trade. “He's not a major player, he's not to that level.”

Peterson

The others are what Harris described as alleged street level dealers, who were all charged with possession with intent to sell and deliver marijuana, possession of drug paraphernalia and trafficking heroin.

Madison

Patterson received a $25,000 secured bond; Madison a $10,000 secured bond and Joyner a $15,000 secured bond.

Joyner

They were assigned July 2 court dates.

“This was good law enforcement work between the Halifax County Sheriff’s Office and the Roanoke Rapids Police Department,” Harris said in statement. “We are continuing to reduce drug trafficking in Halifax County.”
