The Halifax County School system is taking its first steps to construct a new K through 8 school in the western part of the county, announcing that it is now requesting statements of qualifications and proposals for design-build services.

This request for qualifications package in electronic format is to be requested from Chief Financial Officer Terry Alston via this This email address is being protected from spambots. You need JavaScript enabled to view it.

The request for qualifications for design-build services document may be found at this link

The deadline for requests is no later than 4 p.m. on September 27. Submittals received after the due date and time will not be considered. To confirm receipt by phone call Alston at 252-583-5111.

Pursuant to North Carolina General Statute 143-64.31, the district utilizes a qualifications-based selection process without fee consideration during the initial phase in hiring firms.

The district’s primary purpose in using the process is to utilize fast-tracked design and construction services to deliver quality construction economically and efficiently.

The district reserves the right to reject all offers or award a contract that, in its judgment, is in the best interest of Halifax County Schools. The district reserves the right to waive any informality.

Small business entities, women-owned businesses, and minority-owned businesses are encouraged to submit qualifications.

The new Halifax K-8 School will be located on Highway 48 in Enfield.

The site is approximately 13 acres surrounded by residential neighborhoods and woods.

The existing Eastman school buildings are still located on the site, but unoccupied.

The need for the new school is based on aging facilities and long bus rides for students in the western part of the county.

The school will pull students from Hollister and Pittman elementary schools as well as students from Davie Middle School.

A master Plan was completed for the site in 2019 following multiple workshops conducted with district staff, school board members, and community members.

After receiving funding from the 2021 North Carolina Department of Public Instruction Needs Based Public School Construction Fund, the board of education is moving forward with the plans for the consolidated school.

The school system currently anticipates receiving notice to proceed in October and the anticipated completion of construction is in May of 2025.
