A Roanoke Rapids man has been arrested in a shooting that resulted in a crash where a 25-year-old woman died of injuries sustained in the collision.

Roanoke Rapids Police Chief Chuck Hasty said Jacobi G. Harvey, 29, surrendered to the department's Criminal Investigation Division today.

Investigator Bobby Martin charged him with assault with a deadly weapon inflicting serious injury, discharging a weapon in the city limits and going armed to the terror of the people.

He was jailed on $10,000 bond and has a January 10 court date.

Hasty said the shooting, which occurred in the parking lot of the Forest Hills Shopping Center around 5 p.m., was sparked by an argument. He declined to discuss what the argument was about.

Hasty said the shooting victim, whose name he declined to release, is out of the hospital after being shot once.

Hasty said Master Officer Chris Babb responded to the shopping center and spoke with a witness at a local business. The witness reportedly told Babb there was an argument and Harvey and the victim went outside, where the victim was shot and a vehicle left the scene. The scene of the shooting was in the vicinity of a barbershop.

Investigators Frankie Griffin, Jeff Davis and Martin processed the scene and gathered evidence, developing Harvey as the alleged suspect, Hasty said.

The portion of the shooting dealing with the wreck, in which Leslie Fishel died from injuries sustained, remains under investigation, Hasty said. “We're still investigating. We want to get all the facts before we make any charges.”

Asked if there would be any charges filed against the shooting victim in the aftermath of the crash that occurred at the intersection of East Tenth Street and Becker Drive, Hasty said, “We're looking at the facts.”

A state Highway Patrol collision reconstruction team was at the crash site today, using surveying equipment that would plot key coordinates at the scene. “It will determine speed and speed at collision,” Hasty said.

Troopers Sunday estimated the shooting victim was traveling at least 80 miles per hour at the time of the crash.
