The Roanoke Rapids Police Department reported the following, according to Chief Shane Guyant:

On Saturday around 3 a.m. Lieutenant D.A. Newsome was traveling on Highway 125 when he observed a vehicle with a rear lamp violation. 

Newsome conducted a traffic stop and identified the driver as James Jevon Arrington, 48, of Halifax. 

Newsome observed signs of impairment and attempted to conduct Standardized Field Sobriety Testing on Arrington, but he refused to cooperate. Arrington was placed under arrest and transported to the police department. 

Arrington refused to provide a breath sample and Newsome applied for a search warrant to obtain a blood sample which was granted. 

The search warrant was executed at a local medical facility and Arrington was taken before a magistrate who charged him with DWI, no operators license, and an equipment lighting violation.  

He has an October 11 district court date and was jailed without the opportunity for bond due to a pending DWI case in Nash County.

Friday DWI

On Friday around 2 a.m. Newsome observed the driver of a vehicle — Jackie Mills, 31, of Roanoke Rapids — traveling above the posted speed limit south on Virginia Avenue.

Radar clocked Mills traveling 41 miles per hour in a 25 zone and Newsome stopped her.

Mills failed sobriety field tests.

She provided a breath sample and registered a .10.

She was charged with speeding and DWI. She has an  October 11 district court date.

Assault

On Wednesday, around 1 a.m. officers responded to the Old Farm Road and Riverview Court area about an assault. 

Officers learned that the accused male — Vaughn Price, 57, of Roanoke Rapids — had fled the scene prior to their arrival.  

The victim was strangled and had been held inside a residence against her will, being denied access to a telephone to call 911.  

A child less than 12 was in the residence and was also assaulted. 

Officers canvassed the area and located Price, who refused commands given by officers to surrender.

He was eventually taken into custody.  

Officer M. Morris charged Vaughn with felony assault by strangulation, resisting a public officer, false imprisonment, assault on a female, interfering with a communication device, damage to property, assault on a child, and misdemeanor crime of domestic violence.  

He remains in the Halifax County Detention Center on a $75,000 bond and has a September 26 court date.
