A stolen U-Haul that has been used for fuel theft in other North Carolina counties was seized in Roanoke Rapids Friday morning and its two occupants arrested and charged.

No fuel was stolen from Roanoke Rapids when the truck was found around 2 a.m., city police Chief Shane Guyant said. Fuel had been stolen from another county.

Terrell Antonio Brown, 23, of Erwin, and Jeffrey Bryan Miller, 43, of Bunnlevel, were identified as the occupants of a vehicle which was parked suspiciously in a business parking lot on Julian R. Allsbrook Highway.

Halifax County law enforcement had received a be on the lookout notification for the vehicle earlier in the evening.

RRPD Officer I. Nielsen located the vehicle and found Brown and Miller inside. They refused Nielsen’s orders to exit the vehicle and the rest of D-Squad arrived to assist and secure the men.

Miller was in possession of marijuana, for which he was charged.

Nielsen charged both men with possession of a stolen motor vehicle, felony conspiracy, and resist/delay/obstruct. 

Both men were jailed without the opportunity for bond due to pending court proceedings in other jurisdictions and they have September 26 district court dates in Halifax County.

Miller has felony possession of stolen goods counts from Cumberland and Johnston counties as well as a carrying a concealed weapon count in Randolph County. In addition, according to Halifax County Detention Center records, he has two holds from Rockingham County and one from New Hanover County.

Brown has a hold each from Rockingham and New Hanover counties.

Careless and reckless

On Sunday shortly after midnight, Nielsen was patrolling in the area of Becker Drive and Old Farm Road when he witnessed a man later identified as Norman Lamont Kidd, 59, squalling tires, exceeding the posted speed limit, and running a red light. 

Nielsen initiated a traffic stop and Kidd of Roanoke Rapids eventually pulled over near Hunting Ridge Road and Becker Drive.

Guyant said Kidd appeared to be reaching around in the vehicle and took longer than normal to pull over. 

Master Officer D. Norfleet arrived on scene and assisted Nielsen with the traffic stop. 

Kidd appeared to be under the influence of an impairing substance; he was argumentative, his speech was slurred, and his eyes were bloodshot and glassy. 

One standardized test indicated Kidd was impaired and he refused to perform the rest.

Kidd refused the Intoxilyzer test at the police department and when a search warrant was obtained for a blood sample he was combative at the medical facility to which he was taken. Eventually a blood sample was obtained and he was charged with careless and reckless driving, resist/delay/obstruct, and DWI.

He received a $1,000 bond and October 25 district court date.

Truck in roadway

On Saturday around 11 p.m., Officer B. Holcomb responded to the area of Vine Street about a pickup in the middle of the roadway with the engine running. 

Holcomb encountered Jesse Allen King, 40, of Roanoke Rapids. 

Holcomb noticed King had an uncapped needle in his lap and when questioned about this, King admitted to using heroin earlier in the day. 

Holcomb noticed King's speech was slow and delayed and he appeared to be under the influence of a controlled substance. 

Sergeant S. Langley arrived and assisted Holcomb.  

King was determined to be impaired during standardized testing.

He was arrested for suspicion of driving while impaired and his vehicle was seized due to his license being suspended for two previous DWI convictions in Halifax and Warren counties.  

King was transported to the hospital where he consented to a blood draw for analysis. 

He was charged with DWI. He received a $1,000 bond and October 14 district court date.
