A zoning amendment which Roanoke Rapids City Council had discussed for the third time was rejected Tuesday night.

A statement of consistency, which shows the proposal is consistent with the city’s comprehensive plan, was approved, but the proposal concerning property along Church and Carter streets was rejected on a motion by Warren Keith Bell and a second from Rex Stainback.

The motion to reject the amendment submitted by Michael Carroll was made ahead of the motion on the statement of consistency.

“This is the third time we’ve visited this,” Mayor Emery Doughtie said, “We need to take a vote.”

Carroll was seeking to rezone residential developed property along Church and Carter streets from R-6 residential to B-3 commercial district, but has not given an intended use. 

The first public hearing on the matter was held during the July 16 council meeting and the panel elected to postpone a decision until the August 20 meeting.

At the August 20 meeting a motion by Councilman Curtis Strickland to approve the statement of consistency for the amendment sought by Carroll of Rentco Properties failed to gain a second.

Then there was no vote on the next phase of the process, in which the council had the option to approve the request as submitted, approve a less intense commercial zoning district, or deny the request.

For the final phase of the process, Strickland made a motion to approve the request but no second was received.
