PUBLIC HEARING NOTICE

Notice is hereby given that the Roanoke Rapids Board of Adjustment will hold a quasi-judicial* public hearing on Thursday, November 4, 2021 at 5:30 p.m. at the Lloyd Andrews City Meeting Hall located at 700 Jackson Street, Roanoke Rapids, NC to hear the following item:

An Application for an Appeal of a Decision by the Land Use Administrator* filed on September 30, 2021, in response to the receipt of a zoning violation letter, dated September 1, 2021, that cited Priced Right Furniture for operating electronic sweepstakes games in violation of Section 151-171 and Section 151-149, Paragraph 6.300, of the Roanoke Rapids Land Use Ordinance. The appeal is requested as per Section 151-93 (Appeals, Variances & Interpretations) of the Land Use Ordinance (zoning code):

Section 151-171 Electronic Gaming Operations

The appeal application alleges that the business operated as “Price Right Variety”, a retail store, operates four (4) games of skill known as “fish tables”. Therefore, the appellant states that these games are not games of chance as defined in Section 151-15 and their operation does not constitute “Electronic Gaming Operations” under the Zoning Ordinance.

* A quasi-judicial hearing must be based on evidence which would be admissible in a court of law. Once the Administrator makes the showing that the standards have been met, the burden shifts to those who oppose permit issuance to present countervailing substantial, competent, and material evidence that the standards would not be met. 

Related information is available for public inspection in the Planning and Development office at the J. Reuben Daniel City Hall, 1040 Roanoke Avenue. Any persons, firms, organizations or corporations interested in this matter are urged to attend the meeting.

Police Officer (Certified)

Minimum Qualifications:

Must be high school graduate or hold a GED certificate.

Must be able to furnish documentary evidence showing the applicant has met the education requirement for the criminal justice field of expected employment.

Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.

Possession of valid driver’s license with an active and consecutive 3-year satisfactory verifiable driving history.  Driving history will be checked. (Must be able to be licensed in the State of North Carolina).

Ability to meet current requirements set forth by the North Carolina Training & Standards Commission.

Salary is Negotiable depending on experience

(Part Time) Building Supervisor (Parks & Recreation)

An employee in this position supervises scheduled activities and is the City’s point of contact during these activities.  This may include any of the Parks & Recreation Facilities:  TJ Davis Recreation Center, Aquatic Center, Jo Story Senior Center, Chaloner Recreation Center, Canal Museum, Roanoke Rapids Public Library, Kirkwood Adams Community Center, Lloyd Andrews City Meeting Hall.

Minimum Qualifications:

Must be high school graduate or hold a GED certification.

Must have a valid driver’s license.

Hours are mainly evenings and weekends according to activities that are scheduled.

(Part Time) Public Works Worker (Public Works Dept)

An employee in this position is responsible for assisting in the grounds keeping operations of the different properties within the City.

Minimum Qualifications:

Experience in operating various related equipment such as a weed-eater and lawnmower.

Must hold a valid driver’s license.

Must have a high school diploma or GED.

Essential Duties and Tasks:

Gather and organize materials for each project.

Ensure that litter is picked up.

Responsible for fertilizing, cutting, pruning and trimming all greenery, removing snow and ice, raking leaves 

Other duties include ensuring customer satisfaction and assisting in storm damage clean up.

Lifeguards

Minimum Qualifications:

Must hold American Red Cross Lifeguard/First Aid/CPR/AED certification.

Must be able to complete ½ mile swim in under 20 minutes.

Essential Duties and Tasks:

Teaches Red Cross swimming lessons.

Provides routine pool maintenance to ensure cleanliness and safe environment for patrons.

Works as a team to provide supervision of a large number (sometimes as many as 300 pool patrons – team is comprised of approximately seven lifeguards)

Work is performed under the general supervision of the Aquatic Supervisor.
