Roanoke Rapids police Chief Chuck Hasty said investigators are waiting word from the Federal Bureau of Investigation on whether it may take the case of Donnie Simon Parker Jr. through the federal court system in this morning’s PNC bank robbery.

The 47-year-old Parker was released from federal custody on December 22, BOP records show.

The Raleigh man was charged federally in the November 7, 2008, robbery of Fifth Third Bank of Garner, according to the original indictment filed in the case. In addition to the count of bank robbery, he was indicted for entering the institution to steal money and for escaping a federal halfway house where he was confined at the direction of the attorney general, the indictment filed in May of 2009 shows.

He was sentenced in 2010 for the bank robbery count while the other charges were dismissed, according to federal court records. His sentence was for 120 months.

Under the terms of his release from federal prison, he is to serve three years of supervised release with the conditions that he not commit federal, state or local crimes and that he not be in possession of a firearm.

After what Hasty described in a statement as his “quick capture” following the PNC heist, Parker was charged with robbery, kidnapping, possession of stolen goods and driving without a license.

The possession of stolen goods count reflects money from the morning robbery was recovered and the kidnapping count reflects he reportedly made a bank employee move against their will.

Hasty said Parker never displayed a weapon in the 9:15 a.m. robbery. In an earlier statement Hasty said the man passed a note requesting money.

At this point investigators are not sure whether Parker has ties to the area. Whether the feds adopt the local case will be up to the FBI, Hasty said.

Police learned of the robbery after responding to a panic alarm from the bank, which is located in the Oakland Shopping Center.

The man entered the bank, spoke with employees and then handed a note requesting money. The employees complied with the request and the man fled the area.

He was later apprehended by city police officers, Halifax County Sheriff’s Office deputies, state Highway Patrol troopers  and City County Drug Task Force agents in the southbound lanes of Interstate 95 near the 163 mile marker.

“The quick capture of Mr. Parker was a combined effort on all levels, the employees, witnesses, law enforcement agencies and the 911 center. They gathered and relayed information to each other which led to Mr. Parker being taken into custody without incident,” Hasty said in the statement.

He has a January 3 court date.
