Rooks said in a news release he obtained warrants on Lynch for identity theft and obtaining property by false pretense.
An investigation by Rooks revealed Lynch allegedly used the victim’s personal information to obtain home phone service in his name.
Lynch was placed under a $500 bond and has a court date of Nov. 10.
