Brown said he served a criminal summons to Freda Riggins, who remains at Pitt with a leg injury.
Riggins, 25, was charged with careless and reckless driving, no operators license, failure to maintain lane control and misdemeanor death by motor vehicle.
She has a June 27 court date.
Her mother, Yvonne Riggins, died from injuries sustained in the crash, which occurred March 14 shortly before 7:30 p.m. near Highway 561. She died at Pitt Memorial Hospital in Greenville after being airlifted.
The 2003 Dodge pickup Freda Riggins was driving went through the ditch and then hit a line of pine trees before bursting into flames.
The report does not indicate what caused Freda Riggins to lose control of the vehicle. Brown declined comment.
Dexter Riggins, 19, the only person in the crash who was not airlifted to Pitt, made sure everyone was out of the truck, Brown said. He was treated and released from Halifax Regional Medical Center.
Despite the truck becoming engulfed, none of the injuries sustained appeared to be from flames, Brown said. They appeared to be trauma injuries.
Brown said those in the truck were all family members who lived in the same house.
James Reid, the boyfriend of Yvonne Riggins, remains in ICU at Pitt.
Gregory Riggins, 28, was released from Pitt.
