Detective Doug Pilgreen of the Halifax County Sheriff’s Office said in January deputies responded to a call where a man was lying on the side of the road.
The victim alleged as he was getting out of the car the driver pulled off, dragging him. The victim sustained a broken bone.
Pilgreen said the case wasn’t solved until recently because investigators did not have the names of the two people in the car.
Patricia Rouse, 45, and her sister, Carrie Johnson, 47, both of Roanoke Rapids, were charged.
Rouse was charged with passenger failing to give information and aid and was allowed to sign a written promise to appear in court.
Johnson was charged with fail to report accident and felony hit and run resulting in serious injury. She was jailed on $1,500 bond. They have May 26 court dates.
Pilgreen said charges could have been avoided if the sisters had called 911.
