Smith, Cowen to seek Liverman council seat

There will be a contested race for the Roanoke Rapids City Council District 2 seat being vacated by Ed Liverman.

Kenneth Wayne Smith will challenge Carol Harris Cowen for the seat, according to the Halifax County Board of Elections Office.

Incumbent Ernest Bobbitt will be challenged by Jim Garrett in the Roanoke Rapids City Council District 1 seat.

Carl Ferebee, incumbent District 3 councilman is running unopposed in the November 8 election.
