Osborne Osborne Weldon Police Department

Weldon police Tuesday charged a Scotland Neck man with possession of heroin after he ran a stop sign in the Scoco Park community.

Phillip Wayne Osborne, 28, also faces a charge of possession of drug paraphernalia.

Chief Mark Macon said Captain James Avens and Officer L. Clanton observed the car run a stop sign.

They found .08 grams of a substance believed to be heroin and syringes. They also allegedly observed track marks on Osborne's arms. The substance was sent to the SBI for analysis.

Macon said police are investigating to determine the source of the heroin, which is believed to have come from Halifax County. It is not clear whether heroin is being sold in Scoco Park or whether Osborne was traveling through there for another reason.

He was jailed on $15,000 bond.

alot of good people have fell victim to drugs it dont make them bad people or a drain on society they've just made bad choices and some if they are lucky can overcome the problem they can come from the most wealthy background or poorest i know someone who has a problem with drugs its not the same as this young man but its still a drug.he has a very good trade and does great work and its funny how TAXPAYERS will except work from the drains on society if it saves them money. how has this effected you (it has not)it is effecting the family that loves them what everyone needs to be saying is i pray that this person can overcome this and the family does not lose their loved one to one of the most deadly killers DRUGS.i'll be praying for all the negative drains on society taxpayers.

Nice thing about this column is we can all have an opinion. People who do drugs are a drain on society. Period. Alcoholics count.
