Jarman Jarman Halifax County Sheriff's Office

A Roanoke Rapids man who secretly videotaped himself having sex with a minor has been sentenced to 30 years in federal prison.

United States Attorney George E.B. Holding announced in a press release that in federal court today United States District Judge James C.  Dever III, sentenced James Jarman,54, of Roanoke Rapids, to 360 month imprisonment followed by a lifetime of supervised release. The Court also imposed restitution of $90,000.00.

A Federal Grand Jury returned a Criminal Indictment on June 24, 2009 and January 10 Jarman pled guilty to manufacturing child pornography.

According to the investigation, in October, 2008, a victim who had been employed to babysit Jarman's child for the evening, notified officers that Jarman offered the use of his shower to the sitter.

Because the sitter had previously been at a sports practice, the sitter decided to use the bathroom where a hidden camera was found. The sitter notified law enforcement.

When law enforcement responded to Jarman's residence, a search of his computer, the premises and video recordings found videos of  a 13-year-old engaging in intercourse with the man.

Forensic analysis of the computer and media storage devices revealed 115 still images and five videos of child pornography.

This case is part of the Project Safe Childhood initiative, a national program aimed at ensuring that criminals exploiting

children are effectively prosecuted by making full use of all available law enforcement resources at every level.  For more information about this important national project, Project Safe Childhood, go to www.projectsafechildhood.gov.

Investigation of this case was conducted by the North Carolina State Bureau of Investigation and the Halifax County Sheriff’s Office. Assistant United States Attorney Jay Exum represented the government.

Lieutenant Bobby Martin of the Halifax County Sheriff's Office said Jarman was originally sentenced in state court to 27 years for statutory rape of a child more than six years old.

The sheriff's office presented the case to the federal government and an additional investigation ensued.
