Captain Andy Jackson of the Roanoke Rapids Police Department said central dispatch reported the alarm went off and Roanoke Rapids officers Gorton Williams and David Brown arrived to find glass broken.
Captain Jay Burch of the Halifax County Sheriff’s Office, who was working the storm command post, found Devontea Williams, 19, at Ninth and Jefferson Street. He had glass fragments on his clothes and his hands were cut.
Burch and Lieutenant Scott Hall, also of the sheriff’s office, placed Williams, of Peach Street, in custody.
He was charged with forced burglary, safecracking, possession of burglary tools and looting. Nothing was taken from the Hardee’s restaurant.
He has a May 4 court date.
Jackson said none of the business damaged by Saturday’s tornado have been looted.

I agree with T-One. Even if jobs were plentiful here, his type isn't going to be out looking to earn an honest day's pay. We should ALL have a low opinion of this guy, and the color of his skin has nothing to do with it.
