Man faces delinquency, minor prostitution counts

A 50-year-old Roanoke Rapids man has been charged with participating in prostitution of a juvenile and 12 counts of contributing to the delinquency of a minor.

Roanoke Rapids Deputy Chief Adam Bondarek said Kevin Dwayne Johnson, of West Fifth Street, was arrested Tuesday shortly after 9 p.m.

Bondarek said the alleged offenses have been ongoing for about six months. Police received information about the alleged crimes within the past week and investigation continues.

Bondarek declined to elaborate on the prostitution charge but said the delinquency counts relate to Johnson allegedly giving a child controlled substances.

He was jailed on $5,000 bond and has a December 15 court date.

The question was asked "What if it were your daughter? " I would be wanting to know what the heck was she doing with a 50 year old man. And then the only time she would see outside of my home would be to go to school. No tv nor computer nor phone.

Concerned Mother- I have reviewed all the articles and I still don't see where this was reported 6 months ago. Only that it is suspected to have been going on for 6 months. Other posters have said the same. I'm not claiming to be perfect, nor was I making a personal attack on you. Why you replied as you did is beyond me. I'm not blaming anyone and certainly not the girls involved. I was just stating an opinion - that's what I thought a comment section was for. No one is to blame but the man who took advantage of these girls. My OPINION is when there are numerous young girls involved in this, I don't understand how for 6 months or longer that the parents of these children could not see signs that something was amiss. All the substances involved change behavior and I feel that when these girls returned home someone should have noticed that something wasn't right. The fact that parents of young kids could miss warning signs, mental & physical, in their own children bothers me.

So if anything i would say that is a quick response to a complaint. How about not being so ready to point the finger and take a second to...I dont know READ.

Wow. If I was the mother of the first child and I reported this six months ago and nothing was done, I would have been at the PD everyday demanding an investigation. I would have been at this man's house confronting him EVERYDAY causing a big enough stink that the police would have to come, and if that didn't work I would have sent someone over there to intimidate this man everyday. My daughter would not be going anywhere near his house again and I would do my best to find out who the other children were and inform their parents as well. I would make sure it didn't go on for six months or however long it has been going on. Sometimes the PD needs a little push on their "investigations" and I would have been the one to make sure they had that push. I hope this mother did these things besides just confronting him several times. Parents are the ones who have to protect their children, because if this was reported 6 months ago and nothing was done, it sure looks as if no one else will.

The November 5th Daily Herald stated that Johnson is being held on a million dollars bond. I doubt he'll be free anytime soon. Blaming the parents is not going to help because the ones who cared and tried to do things right are aching right now. The ones who let the kids run loose don't care enough to feel guilty. Blaming the girls is never the answer. They are not able to predict the consequences of their actions between the ages of 12 and 15. (It's a scientifically proven brain development thing.) The girls are victims. They were manipulated and used by a terrible, heartless pedophile. How about getting the facts straight before we rage online? What about toning down the rhetoric and stopping the blame game? JOHNSON DESERVES ALL OF THE BLAME. He will be convicted and we can hope he's put into general population instead of segregation - inmates don't like pedophiles. They'll be sure to give him what he deserves.

Police were informed of the matter, which has apparently been going on for six months, through a guardian of one the children, Bondarek said. From the second article, Johnson faces more charges. Now please stop throwing stones, and stop acting like God trying to stand in judgement. Did you not get it when I said: walk a mile in their shoes? So your life, and your children's lives are perfect. Count your blessings. And pray that these other families had it so good instead of placing blame.

Parental Concern: arent you blessed that you know where your children are. Careful- because parents sometimes have to bite their tongues as they dont know what their children will do, as teenagers do rebel. You have sorely missed the mark, you need to read both articles that are posted here on rrspin as well as the story on WRAL and you will see as I did that the parent of the first girl made the report to the police department 6 months ago!!!! Yes this article states that the arrests were as a result of information given to the rrpd this week...which I happen to know was provided by the same mother who made the initial report 6 months ago. The same mother who personally confronted this man on more than one occasion. So please if you have any tact get your foot out of your mouth, count your blessings that your children arent taking you to hell and back.

My question is - where were the parents of these girls while it was going on? The article does not say it was reported 6 mths ago. It says it was reported in the last week and apparently has been going on for the last 6 mths. Now where have these parents been the last six months to not know that their daughter is frequently hanging around a 51 yr old man and possibly drinking and doing drugs? Six months is a long time to not notice something like that. I'm sorry but my 12 yr old daughter is not going to be visiting any older man, I don't care who he is or how they know him. That is a red flag in itself. How come it has taken six months to figure out this was going on? Kids are good at hiding things, yes, but I try to know where my children are at all times and if I have any doubt then they must come home or face the consequences. My kids might not like it but this world has become a dangerous place and I intend to protect them from it as best as I can.
