Man faces 2008 indecent liberties count

Investigation of a July indecent liberties case has helped the Halifax County Sheriff’s Office lodge an additional charge against a Roanoke Rapids man from 2008.

Lieutenant Bobby Martin said he charged Willie Rosser, 49, with indecent liberties with a child.

Martin’s investigation stems from a complaint lodged in July of 2008 about an alleged sex offense with a child who was 10 at the time. Rosser was a caretaker of the child, the lieutenant said, declining to elaborate.

Detective Roy Rooks had charged Rosser this July first degree sex offense and indecent liberties with a child.

The investigation by Rooks assisted Martin with his investigation of the 2008 case, Martin said this evening.

Rosser was out on bond for the first charges when he was arrested today. He was released on $5,000 bond this afternoon.
