Jayquan Termaine Cotton hugged his mother after she asked officers for permission to do so. He was then escorted to a patrol car and taken to Halifax where he was jailed without the opportunity for bond following a Saturday night murder in Roanoke Rapids.

She told her son to stay strong, but declined comment to rrspin.com, only saying she would let his attorneys speak for her.

Cotton, 20, turned himself in to his probation officer tonight shortly after 8, Roanoke Rapids Police Chief Jeff Hinton said.

The Roanoke Rapids man was charged in the murder of Jonathan Martice Andino, 23, of Halifax.

Hinton released no further details on the murder, which started as a crash investigation on Chockoyotte Street around 10:45 p.m. Saturday when officers responded to a report of a single vehicle crash where a 1996 Ford automobile struck a tree.

Cotton is led to a patrol car.

It was not determined Andino had been shot until an autopsy was performed at Pitt Memorial Hospital and the medical examiner notified Roanoke Rapids investigators Monday.

Earlier today Hinton declined comment on the more than 24 hour delay in discovering Andino had been shot in the right torso. He referred questions to Halifax EMS which transported Andino and performed CPR on him and HRMC where the man was treated and died.

Cotton has a first court appearance Wednesday and is also scheduled to appear in court February 9.

I feel lik everyone that had something 2 do with his murder will either be arrested or killed. No one can get along these days, people are getting killed every year in Weldon by the hands of another person. We really get tired of burying our loved ones

I knew them both. I knew Mr. Cotton when he was first born. We dont know why he shot Mr. Andino. We dont know wut he feel bout what happen. WHAT IM SAYING IS THAT WE OR SHALL I SAY ALL OF YOU WHO ARE EVEN JUDGING THIS AND SPEAKING ON IT ARE WRONG FOR THAT CAUSE WE DON'T KNOW WHAT LEAD UP TO THIS. YES KILLING IS WRONG BUT WHO ARE WE TO SAY SOMEONE SHOULD GET LIFE FOR SOMETHING. SWEEP AROUND YOUR OWN FRONT DOOR BEFORE YOU TRY TO SWEEP AROUND SOMEONE ELSES.

If you are an EMT responding to a supposed car wreck, and the patient isn't breathing, you can be SURE an assessment is in order. Otherwise the chest compressions which are part of CPR can have the nasty side effect of driving a broken rib into a lung. Similarly, you would make sure their neck isn't broken BEFORE tilting the head back, wouldn't you? It sounds very much like a lack of training, or someone just wasn't paying attention.

If my memory from EMT class serves me correctly, a thorough assessment of the patient at this scene was not needed since HE WASN'T BREATHING!! ABC... Airway, Breathing, Circulation!! They can treat a gunshot wound all they want to but if he wasn't breathing, he would have still passed away. Police are not responsible for the "checking for wounds" on a victim, and EMS properly responded to the situation in my opinion. Now I agree, HRMC did a poor job in their patient evaluation if they did not find the wound. But here again, people will complain either way you look at this, you cannot place blame on RRPD or Halifax Co. EMS I don't think. CPR was the first order to be concerned with in my opinion, and treating the gunshot wound wouldn't have mattered. The real blame lies in the lack of respect for life the shooter had for this poor man. I don't know what he did, but surely he didn't deserve to die for it... May God have mercy on Mr. Cotton, but I hope the courts come down hard!

CONCERNED CITIZEN No matter which way you look at it, somebody didn't do their job. I read the article thoroughly, even the police dept. dont understand how this could have happened. We will never know...EMT nor the hospital will say that they were at fault. Hopefully, this will be an eye opener for EMT and the medical examiner. Neighbors, watch your neighbors because you dont know what corner these criminals are on or who they are or what type of crime they WILL committ. Jonathan is not among us anymore and i hope this punk pay the rest of his life for what he has done. Our family is suffering.

Part of the protocol for an EMS response (and intake into an emergency room), is a gross physical assessment of the patient. Not noticing something like a gunshot wound is pretty shoddy care.

EMS and Police were responding to a single vehicle wreck and male was unresponsive. If they didnt know about a gunshot wound then how were they suppose to look for one. If he wasnt bleeding then how were they suppose to know. People try to blame everyone but the right one. And read the whole article thoroughly before passing judgement.

Now you know thats a shame. How could they EMS and doctors at HRMC not know that at the time? That goes to show how much they really look you over when you come in. And its really a shame that two young black men lost their life just like that. One to death and the other to prison. But who knows maybe he'll get off for it. It's happened before around here. May God be with both of these young men families because God knows they need it.
