Commissioners forming battle lines on merger UNC Center for Civil Rights

Halifax County Board of Commissioners Chairman James Pierce made no secret today he believes the three school systems should be merged and Commissioner Rives Manning asked for protocol when the matter is discussed at the board's September 6 meeting.

Pierce's comments came following discussion and votes on the use of Qualified School Construction Bonds for Chaloner Middle School in Roanoke Rapids and roofing projects for Weldon Elementary and Weldon High schools.

The Roanoke Rapids project, a renovation project for Chaloner, totals $1,523,100 while the Weldon projects total $744,323.

Complicating the matter was Roanoke Rapids' request to use $161,223 in state lottery funds for the balance of the project and that a public hearing on the matter must be held on August 15 at 9:30 a.m. on using the funds. Technically, according to County Attorney Glynn Rollins, the buildings are leased back to the county during the projects.

Pierce believes this is what happens when there are schools scattered throughout the county. “One administrative unit would fix that,” he said, apologizing for his editorial comment.

“I respectfully disagree with the chairman on that,” Commissioner Vernon Bryant said.

Asked during a break in the meeting if that was his official position on the school merger matter, Pierce said, “I've been saying that the whole time,” explaining it would be more cost effective and better for children's education to have them go to one school system.

Meanwhile, Manning, bracing for a big meeting in September when a May University of North Carolina Center for Civil Rights study which supports merging the three systems is discussed, said equal time should be given to those who want to refute findings in the study, some of them, he said, erroneous.

Manning said commissioners should also consider opening the old superior courtroom if a large crowd shows up for the meeting, which begins at 9:30 a.m.

“This is a presentation,” Pierce said. “It's not intended for a public debate.”

Board member Carolyn Johnson said, “This meeting is not about rebuttal.”

In a press release issued this morning, building on multiple meetings that have been held on the matter, The Committee to Save Education in Halifax County Eastman Chapter, the Halifax County NAACP, and the Concerned Citizens of Tillery will host a community conversation meeting in Enfield on Saturday at 10:30 a.m. The meeting will be held at the White Oak Parent Child Center, 3090 Fishing Creek Road.

There will also be a meeting on the matter in Littleton August 16 and the news release mentions the commissioners meeting scheduled for September 6.

What does property value have to do with a school merger. The blind misleading the blind. If these so called houses were valuable they wouldn't sit on the market for five plus years. I see why Halifax County ranks 98th of 100 NC counties. Did Randy Parton increase your property value? He said it best "I don't know what stinks worst the paper mill or the local politics."

Ok, T_ONE, I will accept your argument as valid if you are willing to compare the KKK to NAACP? Really man? It really shows ones lack of knowing someone when you instantly associate a "white" male with the KKK. My family is of Scotch-Irish decent. My ancestors weren't afforded fair treatment either, sir. Lower wages, poor housing... or have you never heard of an area in NY called Five Points?? See, my family wasn't here for the civil war, they didn't own slaves, and they fought a very hard road as did you ancestors. Granted, they weren't put through slavery... BUT NEITHER WERE YOU! And I never stated that black people DON'T pay taxes. But those of us in the city limits and city school district pay city school taxes. A tax separate from county taxes. No one is stopping the people in the county school systems, black, white, Chicano, or whatever race, from moving into the school district and attending city schools. You pick where you live. Not the "MAN"!

It's amazing that everyone here can be so insensitive to the situation at hand. Question, Why do kids, who have a school in their backyard and stay in city limits, have to go 20 minutes away to another school? But kids who stay on Roanoke Rapids lake and not in city limits like mine do. It's class and race. Organizations like the NAACP are needed bc everyone doesn't have the "entitlements" that whites do. Everyone isn't like you so stop thinking like they are. We live in a world where race and class mean alot. Maybe he asked you about working with black people because your not going to come out and say you don't like black people.

Thank God for organizations such as The Concerned Citizens of Tillery! Something must change in the Halifax County and Weldon School systems. I assure you, however, as soon as something is done to significantly improve these districts RR School district will be begging to merge. Merger may not be the answer but I'm willing to look at it if it improves the education of all children in this area. I would say let the folks at KIPP take over Weldon and Halifax County and then see who's fighting to merge with who. This is such a sad topic of discussion at the time in my life. I want better for all children not just the ones whose parents can afford to pay higher taxes in an exclusive community.

Anthony Finney, you did/do have that organization. It's called the Klu Klux Klan. YOU might want to FORGET but as a black man, I will never forget. Women being raped, boys and men being torture and killed. You can't possibly know what blacks endured. I thank god for the NAACP. ooh! BTW: Blacks pay taxes too.

Why must it always come down to racial lines? When will this world wake up and realize that (1) Racism and discrimination will not end unless WE allow it to end, and (2) Racism unfortunately will NEVER end with organizations like the NAACP still allowed to exist. I mean seriously... if an organization started up and called its self the National Association for the Advancement of the White and Caucasian People, it would be gunned down as being a racist group whose agenda was nothing more than to hold back and oppress the non-caucasians!! We can't have a UNited Caucasian College Fund... that would be discriminatory. But the United Negro College Fund is perfectly legit and definitely non-racially biased!! COME ON FOLKS!! WAKE UP AND QUIT PLAYING THE RACE CARD!! Let it go. Aren't we all tired of the bickering and arguing over the color of our skin?? I AM!! The school systems are not drawn to keep "balck" people out. They are drawn to allow the citizens who pay school taxes IN!

For all of you living in the RRGSD who did not step up and change the politics of your County Commissioners in the last election, you are getting what you deserve. All I am getting is a hosing since my children are grown but I'm trapped in this forlorn has-been of a town because there is NO ONE to sell to, because there are NO JOBS. RRGSD is in every way superior to the Co. schools and those squawking in favor of a combined school system better figure out why, not just take the word of some pseudo-intellectual liberals from the People's Republic of Chapel Hill, or they are going to be in for a big surprise when they force a merger and bring the ruination of both systems. I'll give you all a big hint: "It's the parents stupid".

C chaney.....are you even from here? Do you know anything about the school systems? Why does it matter if we have 5 or 1. The problem is the administration in Halifac County School System sucks, they have been a failure and haven't done anything to improve the current situations. Why would you want to merge a good standing school such as Roanoke Rapids Graded School District with one that is on the edge of disaster? People here in roanoke rapids purchased homes here for the reason of the school district, to escape the county schools, to escape the students that don't want to learn. Fix the issues in their mess first, then look at a merge if its a must.

I think this merger is a great idea,after all are we more concerned about property values over a childs education? Never in my life have I seen such non sense! Your larger cities only have one school system for instance Winston-Salem/Forsyth County;Charlott e/Mecklenburg,etc and this poor rural county with three? Where's the logic?
