The city announced today a public hearing on the 1 cent local sales tax will be held at its March 8 meeting at 7 p.m. at the Lloyd Andrews City Meeting Hall on Jackson Street.

According to the public notice, city council is seeking comments on its proposal to request the state legislature to allow the city to hold a referendum on the tax to pay theater debt obligations.

The tax would only be charged within the city limits.

The city is considering a 1 cent sales tax to pay close to $23.4 million in theater debt and council last week approved a draft letter requesting authorization from state legislators to hold a referendum on the matter.

“The bill, as envisioned by the city, would allow the residents of Roanoke Rapids to vote on a referendum allowing for a 1 cent local sales tax to be charged within our city limits only and to benefit the city alone in order to pay its debt obligations relating to the Roanoke Rapids Theatre,” the draft says.

The letter says while the debt of the theater is $21.5 million, the balance, if paid off early or refinanced is closer to $23.4 million. “The city’s present annual debt for the theater is over $1.7 million or 11.33 percent of our budget. The city wishes to control this debt in a manner that does not place a heavy burden on our local property taxpayers. We believe a sales tax of 1 cent, using the standard exemption to sales tax recognized by state law, is the best way to repay this debt.”

The difference between this request and others, the letter says, is the city is requesting a sales tax for just the incorporated limits of its jurisdiction, not the unincorporated areas of Halifax County. “Although we will need to work together to resolve some collection issues and reimbursement issues with both the county and the state of North Carolina, we are confident with your help that this can be accomplished.

“Also, this is merely a request for authorization to hold a referendum on the question of the local sales tax and, if passed, permission to enact it by the city council. This is not an outright request to apply the tax without first going to our residents for a vote of approval. We believe this is the way to govern ourselves and give us a path to take care of our own debt without asking the state for direct or indirect assistance with repayment.”

The letter notes the city estimates an annual sales tax just in the city limits will produce an annual revenue of $1.7 million to $2.1 million. With the exception of possible administrative fees, the amount projected is close to the annual debt of the theater. “Our request would be to use these proceeds only for theater debt, apply it only until the theater debt is paid in full and then the local sales tax should expire.”

The theater is not the only thing that we should be concerned about. There is a construction project that is going to be started in march in the 200 and 1000 blocks of Roanoke Ave. that there are no cost estimates for and it was approved. The $71,000 grant money from golden leaf is no where enough to cover six months of labor and materials. This type of not getting the facts and figures together is how we got into this massive debt that we are in now. If public works director Richard Parnell has that much extra money in his budget someone is not paying attention to the budget. I can say this because I do go to the meetings and I do try to research things like this. If the taxpayers of Roanoke Rapids do not start getting involved we are going to be in alot of trouble. Come to the meetings. Work session meetings 5:15pm, the first tuesday of every month at city hall. Regular scheduled meetings at 7:15pm, the second tuesday of every month at Lloyd Andrews Building.

What kind of a mayor do we have now. The comment about if we didnt like the tax increase, to go out of town and shop. How stupid, That is exactly what my family started feb 15. We get groceries and gas in gaston and go to rocky mount and emporia for other things. We have already cut cable off. Until the mayor gets a better attitude we are done shopping in roanoke rapids. Word is quite a lot of other families are to. I hate to see this happen to area businesses, but we have to stand up for what we believe. Let those that got the theater here in the first place be the ones to pay the taxes, not me.

LET'S THINK ABOUT THIS 1 CENT TAX.It will possible bring in close to 1.6 million,and we have the right to vote .Would we like have a property tax from 10 to 15 cent increase and this not require a vote. I'm not for a tax increase, but one way or the other,someone will pay. Property owners or sale tax.

I'LL PAY FOR THE DUNK TANK RENTAL OUT OF MY OWN POCKET FOR 5 FREE BALLS!!! Because dunking those self-centered, greedy people is A LOT nicer than what I hear the buzz in town on what the average tax payer wants to do. ON ANOTHER NOTE... I have decided that since Mayor Doughtie thinks its okay to tell me to shop out of town/ out of state... THAT'S EXACTLY what my wife and I will start doing!! See how much tax monies you get if enough of us here in town do that, Mayor! That statement in itself shows that he may not actually have the temperament to run a town. He just mouthed off TO THE PEOPLE HE WANTS MONEY AND SUPPORT FROM!!! THAT is why this local government, state governments and the federal government is FALLING APART! No more RESPECT for the TAXPAYERS!!

That's the best idea I've heard yet! I'll bet we could pay off the debt this way. And it's probably a lot friendlier than what the taxpayers would probably like to do to these people!

I agree with you all, Jo Ann, Maureen, and James. This is getting to be outrageous. They are asking for just enough that they can cover the theater?? What happened to us not shouldering this expense?!? Looks like we will shoulder completely now!! I personally will show up to this meeting to protest the tax. How much more of my hard earned money does this blood-sucking government want from me?? I can barely make ends meet one month to the next as is?? How many more of my pleasures in life do I have to sacrifice to leave in a decent, non-crime ridden neighborhood where my children are safe and so they can attend half acceptable schools before this city turns into Biblical tax collectors and sends the RRPD knocking down my door demanding every penny I have in my home?!? WHEN IS IT GOING TO STOP, MAYOR DOUGHTIE & CITY COUNCIL?!? I think it is long overdue that the citizens rally a peaceful protest at the Lloyd Andrews Meeting Hall!!

The debt they are asking us to fund was not one entered into willingly by the taxpayers. We were not consulted about the theater, and now the council expects us to pay for their (or their predecessors) mistakes. It's great to collect an additional tax from anyone passing through town, but for those who live here it's an additional burden we should not have to shoulder. It's a pity those who are responsible for this mess aren't personally accountable for paying the debt.

Enough Already!!!! Taxes Are Too much Already. To many hands in the pot already. My family's share is smaller and smaller, will not have anything left to spend for city to tax. Standard of living for working families just keeps decreasing:(
